[14.0][IMP] l10n_br_base: filtrar parceiro pelo cnpj, sem formatação. #3280

Proposta para melhorar a procura do parceiro pelo CNPJ, mesmo que o usuário informe sem formatação.

Em rascunho pois ainda estou avaliando se essa é a melhor ofrma.

This PR has the approved label and has been created more than 5 days ago. It should therefore be ready to merge by a maintainer (or a PSC member if the concerned addon has no declared maintainer). 🤖

Reconheço que essa abordagem pode aumentar o volume de dados no banco, mas, no momento, não vejo uma solução melhor. Esse é um recurso bastante solicitado, e se todos estiverem de acordo, podemos implementá-lo dessa forma. Se mais adiante alguém encontrar uma maneira mais eficiente, podemos fazer as alterações necessárias, já que não será complexo ajustar isso no futuro.
