Remove deprecated Canada/Quebec Payroll modules #68

Remove deprecated modules so that l10n_ca_hr_payroll can be merged. These modules have been refactored at 100% and will be merged in pull requests https://github.com/OCA/l10n-canada/pull/45, https://github.com/OCA/l10n-canada/pull/56 and https://github.com/OCA/l10n-canada/pull/57
