This PR fixes the issue when updating from an old version, that the inherited NET rule won't be updated. The reason why we update the NET rule is because this 336. We'd better have only one rule of 'NET' category.
The solution is adding a new rule BASICNET instead of inheriting and overriding the NET rule from hr_payroll module.
Coverage remained the same at 79.167% when pulling f1ec4a85a5a75c77a85cc0cc9d63f941fd7f6796 on Wizr:9.0-fix-updating-l10n_cn_hr_payroll into 8ce634454c5ce920c5e6bf5b3b2dde839a6f954c on OCA:9.0.
