l10n_it_fatturapa_out: no generate empty Causale in xml #3791

Dato che il campo di commento della fattura è HTML, potrebbe capitare che estraendo il testo dal commento si potrebbero andare a creare dei tag nel xml di questo tipo: <Causale></Causale>.
