[14.0][FIX] l10n_es_partner: Bank data download URL + local file fallback #3492

It seems that BDE is mangling somehow the automated download of the file detecting some patterns. We change the URL for trying to maximize the possibilities of being downloaded, but also provide a local file as a fallback.
