[IMP]l10n_es_vat_prorate: add special vat prorrate #3626

El PR viene a raíz del siguiente issue: #3605

Añadir el check en compañía, para determinar si se está afectado por prorrata especial. Añadir los cambios necesarios en facturas y apuntes. Añadir los cambios necesarios a nivel de UI. Ampliar README. Añadir tests.
