[14.0] l10n_ch_base_bank: fix test case #618

With new constrain add in account_move, this PR fix tests case of l10n_ch_base_bank module

[FIX] account: forbid making refunds on incompatible journals:

This PR closed because #616 and #609 fixed this problem also
