l10n_ch_base_bank remove isr check #682

ISR is not used anymore in Switzerland => We drop _check_bank_type_for_type_isr

It needs a rebase to solve pre-commit (to include https://github.com/OCA/l10n-switzerland/commit/642cd6d9bc0c7b0b442f4136a2c8237e2d5c1fde) Travis seems red, possibly a test checking this constraint?

IMO we can drop much more than the check. The fields that contains the postal number are obscolete too. Which makes the whole module obsolete.
