Imp make dynamic GitHub ignored #111

GITHUB_STATUS_IGNORED and GITHUB_CHECK_SUITES_IGNORED was hardcoded in config.py file. with that PR, it is possible to configure in the environment file.

thanks for your review. Note that #111 et #112 when merged both, generate a conflict. Ping me when you merge #111 I'll rebase and fix trivial conflict in environment.sample in #112.
