Metapackage from 17.0 branches are not published in PyPi #304

As far as I know, all the metapackages have the issue. For an example, odoo-addons-oca-account-analytic is lacking any 17.0.* releases.

Describe the bug

I expect 17.0 versions of the metapackages on pypi but there is none. For example, https://pypi.org/project/odoo-addons-oca-timesheet/#history only lists 15.0 and 16.0 versions.

I have found no information that this behaviour was wanted.

I think something got broken when changing to pyproject.toml for the meta packages (done in OCA/maintainer-tools#583).

Moved to oca/oca-github-bot as this is likely where the problem lies. I'll have look.
