[15.0][MIG][REF] agreement_operating_unit, agreement_legal_operating_unit and agreement_serviceprofile_operating_unit #560

This PR split module agreement_operating_unit to 3 sub module

agreement_operating_unit - core operating unit for agreement
agreement_legal_operating_unit - add operating unit in new view form (when install module agreement_legal, it will overwrite a current view agreement with a new view from the agreement_legal)
agreement_serviceprofile_operating_unit - add operating unit in agreement.serviceprofile (but now is not module agreement_serviceprofile in version15)

and I refacter this module

Change agreement_operating_unit depend on agreement (before depend on agreement_legal)
Add group by operating unit in agreement (with agreement_operating_unit and agreement_legal_operating_unit)
