[14.0][ADD] pms helpdesk mgmt: relate a ticket to a property #271

This module allows you to associate a property to a ticket.

@OsoTranquilo this has been processed without conflict .

OK. With the last addition, the tag problem is solved. When added to a company they were not displayed correctly in the frontend.

With the last addition, we are added a property and company validation.
