Implementation of SET_ID_ADVERTISED in OcaLiteNetwork and Ocp1LiteNetwork
Implementation of OcaLiteMute
Implementation of OcaLiteDelay
Implementation of OcaLiteDeviceTimeManager, OcaLiteTimePTP, OcaLitePTPSeconds, OcaLiteTimeNTP, HostInterfaceLite OcfLiteTimerGetTimeNow declaration

Fixed:

OcaLiteFloat32Actuator::Execute SET_SETTING to expect the correct param count of 1

Modified:

OcaLiteClassID to support correct definition level determination for proprietary OCA class implementations
- new methods GetDefLevel() and IsValid()
- new internal helper methods AreFieldsValid() and DetermineDefLevel()
- member m_defLevel
