ULM - Solar Panel should be (only?) repairable in the repair station

So far the solar panels are still "repairable" (wipeable) in the backpack. But UL items are mostly just repairable in the repair workstation. 1) Make them repairable in the repair workstation 2) Maybe disallow them to be repaired in backpack
