Blake3 Digest Algorithm #73

It seems like blake3 should be added to the community digest algorithms extension (ext 0009), however blake3 doesn't yet have an RFC. Would it be better to wait until there is an RFC to submit an updated community extension?

Thanks for creating the issue @srerickson . Unless we have someone clamoring to use it, I think we could happily wait for the RFC. By having this issue we have a place for someone to not more urgent need.
