just opening issue here to track and link various pieces of work related to formalizing the official pipeline.

There are 2 main FloodScan pipelines to be developed formally on ds-raster-pipelines repo

Internal FloodScan COG pipeline
Derived FloodScan COG + Admin Stats pipeline to HDX

Internal Floodscan COG pipeline

[x] handover specifics of data storage/processing to @isatotun
[ ] approve/merge outstanding PR @isatotun

Derived FloodScan COG + Admin Stats

Daily raster baseline calculation

[ ] decide on n for number of days used to smooth historical average
[ ] decide on year to use as baseline: option a.) is last 10 years (rolling baseline), b.) historical static baseline (i.e 1998-2015)

Admin Stats

[x] select source of admin 2 boundaries (i think already being decided in for ds-raster-pipelines generally - so need to make sure it's in sync.
[x] Decide on method for return period calc.
