FloodScan - Many Countries Missing at Admin 2 Level #27

In floodscan data there seems to be only 12 countries (iso3's) available at admin 2 level. Where as at admin 1 level there are 52

Chatted about this separately. Closing as this is expected! We only calculate stats at the admin 2 level for HRP countries.
