Allow a subset of tags to be used as topics. These are used on both the search and indicator view pages. They will not change frequently, so a hardcoded list will work for now. I think the requirements for how we will use them are:

• refer to the list of topics to generate the list at the bottom of the indicator page (see screencap below)
• refer to the list of topics to generate the feature page results on the search page (screencap). Clicking this result will simply point at a search for that tag. True, curated feature pages for topics will come later.
• refer to the list of topics to generate the topic list on the browse page. Clicking this result will simply point at a search for that tag. True, curated feature pages for topics will come later.

@cjhendrix how can we link indicators to topics ? from CPS or from CKAN? In case we make them as tags, we should not allow users to select them in the tag form from "create dataset" form.

Yes, it's tags (which is a bit of metadata we will manage in cps). But users can also tag datasets with those topics.
