Countries metadata dropdown should show all countries #190

Modify the countries dropdown on the dataset metadata form to show all countries regardless of user membership. Can still be autocomplete :)

Sorry for dumping this in the Sprint about to end, but once it's changed I can finalize and test the new permissions plugin

Reopening this for implementing the following feature: the link between datasets and groups/countries should be persisted even if the user doesn't belong to the specific group/country. ( Based on discussion in #200 )
