Do you happen to know the guys that built HDX? I ask because I have a question about the encoding on some of their text files. Looks like they might be using ISO-8859-1 and not UTF-8, which is making some browsers hiccup when trying to read Turkish.

@davidmegginson can you get a sample url or file? We need to see if the problem is with ckan or files uploaded by users.
