(Draft) HDX-10138 - Post CKAN upgrade - conf yaml

• lots of refactoring to move all hdx config declarations into hdx_theme/config_declaration.yaml
• deprecated some configs and behaviours
• refactored code to benefit from config types

Configs removed with this refactor: hdx.apihighways. ckanext.requestdata. hdx.snap_service.url hdx.less_compile.onstartup hdx.css.basepath hdx.less.basepath hdx.homepage.extrasources hdx.rest.indicator. hdx.ckan_json_log.enable hdx.ckan_json_log.file hdx.cps.off hdx.mailchimp hdx.explorer. hdx.jobprocessor.scheduled.base_url hdx.analytics.hotjar.site_id hdx.nepal_earthquake. hdx.colombia. hdx.crisis.nepal_earthquake hdx.featured_org_config hdx.ogre.url hdx_smtp.mail_from_please_reply hdx.google.dev_key hdx.bitly.*

Some of the items from the list sound familiar. I think some of them are being used as env vars in the frontend web server.

As long as the source of truth remains the same there will be no need for any further action.
