QuickChart tester #7

Customising quickcharts is not easy programmatically hdx-toolkit could include a command for trying out hxl_recipes.

A simple test command could look like:

hdx-toolkit quickchart --dataset_filter=[dataset_name] --resource_name=[resource_name] --hdx_hxl_preview_file_path=[file_path]

This would push the quickchart to the specified dataset/resource_name where it could then be viewed. Might be worth including
