related to #142 bumping priority.

if you want to start a nginx container on the other web head from where ckan is, you can edit the env var passed to nginx container for HDX_CKAN_ADDR, HDX_BLOG_ADDR, HDX_CPS_ADDR, etc
for usual reloads I will just make a short script (hopefully today).

Script made. It is called swup.py and will be present at /srv/swup.py in hdx-nginx image. The script has also been added to hdx-tools repo on bitbucket.
