Black Marble download is still an issue #3

We tried to fix failures of the Black Marble tiff download failing by running it as a separate step - this seemed to work once but then not again.

Files total 179MB and are downloaded to C:\Users\ianho\climada\data (on my Windows Laptop), probably ~/climada/data on Linux

Solution is probably to host the files ourselves, either in GitHub, possibly in S3 or HDX
