Fix monitoring #105

Changes so that monitoring scripts run properly from GitHub actions -- Addressing #70 and #109. Also adds improved logging and error handling throughout the codebase.

[x] monitor_displacement.yaml
[x] monitor_food_insecurity.yaml
[ ] monitor_drought_hotspots.yaml - Changed name and now can't run without merging this branch since new action isn't on main. Will test and address once this PR is merged.

Campaign content generation completed with info_fn(). Shall we convert all of these to logger?
