fct_expand + fct_relevel legend order to ensure consistency #136

Added in fct_expand + fct_relevel to make sure JRC legend always has all 3 factor levels in the same order for plot legend.

Looks good. Do we need any update to {renv} or is it already included?

yeah it needs to be added. I think I am on R 4.3.1 so renv::snapshot() will mess up the lockfile. It doesnt seem straight forward to brew install 4.3.3
