Adding the trigger function for the webhook used to run the GithubActions worflow for the HDX Signals Alerts pipeline.

TODO:

Needs to have a call added wherever there is an update to one of the following blobs: signals.csv or _signals_locationsmetadata.csv.
Add the link to the config: https://api.github.com/repos/OCHA-DAP/hdx-signals-alerts/dispatches or in the function call
Add the auth_key to the secrets
Add httr library import

Oh and this requires the library httr!

Can close this PR as have integrated this functionality in new-visuals branch.
