`with_mock_api({...})` - interactive use #262

pulling this issue out of the PR #247

https://github.com/OCHA-DAP/hdx-signals/pull/247#discussion_r1838422649.

It seems to be an issue with with_mock_api({...}) when used interactively. Interestingly, no issue when tests are run automatically. Therefore pulling into an issue as a reminder to double-check, but not prevent merge of branch
