Okay, backend scripts have been implemented here. All files needed for plotting and doing initial flagging are output (and dated) in the outputs folder. These are then pulled together into a single, coherent flags file. The flags files lists the start and end date for each kind of flag and country. The front end can use the start date as a unique identifier between files. That is, if there was a file last week and we generate a file this week, rows in this week file are new if there isn't a row for that flag, country, and start date in the previous weeks file.
