Add additional NDVI data source #153

Per #150, NDVI data has stopped updating on the USGS data portal due to issues with the MODIS sensor. Although the source remains up for historical data, it is not currently being updated. Adding in another NDVI data source such as from Copernicus would be very valuable in the future to replace the USGS NDVI.

There is also NDVI eVIIRS data available from USGS.
