Documenting difficult COD edge-cases here:

Afghanistan: Only available as Excel
Central African Republic: 1 file per level
Chad: 1 file per level
Myanmar: Different datasets for admin 0, admin 1, admin 1 v2, and admin 2,
Niger: 1 file per level

So, I implemented for an additional 3 countries. However, still not for Afghanistan or Myanmar, as noted in #193. My idea would be rather than specifically setting errors for these missing countries, maybe we can create generalised but informative errors (or maybe they already exist?) for any missing data sources in our default configs. Put this in #195.
