analysis rubkona and fangak #279

Exploration of the flooded fraction of Rubkona and Fangak county.

From the analysis we can see that there is quite different patterns in the two counties. They do both see substantial flooding in 2021. But thereafter the years with the highest peak differ.

@turnerm would you be willing to have a look at the code and thoughts of better ways to look at anomalies/differences.

Next-up is to discuss if this analysis justifies choosing these counties. Possibly in combination with a look at land cover.

I think we can merge this for now. I am going to work this week on cleaning up the analysis for final presentation in a simple blog post, but will be about cleaning up specific pieces from the variety of work we've done.

Okay cool! Was trying to fix the graph, but think you will be lots faster in doing that (already getting stuck with attaching dates ohoh). Let me know if you need any help
