added service acct authentication for accessing google sheets api & added step to remove any potential duplicate forecast records by taking the last record added per forecast date.

Cool @caldwellst - if you are going to review the targets workflow in the wrangle-realtime-gauge branch my suggestion is to separate that review process from the review of the email mockup as they are both in the same branch.
