top menu consistency #27

Currently the top menu changes when visiting "Developers" --> "OCR-D core/API specification"

That stems from mixing multiple templating engines. sphinx generates the core docs but must then be processed by jekyll for the layout and menus. This is such a frustrating and time-consuming setup to debug that I would either

remove them altogether (I never red apidocs, I always dive into the source code anyway)
forego the jekyll proceesing altogether (as in https://ocr-d.github.io/core/)

Can we iframe the API docs into the jekyll site structure?

Found a fix for the original issue using the same method as for the gt guidelines.
