Update several GitHub actions #424

The old versions cause a warning:

Node.js 16 actions are deprecated.
Please update the following actions to use Node.js 20:
actions/checkout@v3, actions/setup-python@v4.

This must be done for all (!) repositories by Spring 2024 because the old action versions use a deprecated node runtime.

List of repositories which need an update: core, dinglehopper, eynollah, ocrd_detectron2, ocrd_tesserocr
