add resources to ocrd-tool.json, #98 #100

This adds the resources, with their updated locations, to the ocrd-tool.json, so download via resource manager works again and we can keep those models out of the central resource list.

Ideally, the remaining models still on https://ocr-d.kba.cloud should also be moved to GWDG's S3 storage.
