update scikit-image imports, cover more Python3 versions #2

If you (merge and) publish this as ocrd-fork-ocropy, then we should automatically be able to install ocrd_anybaseocr on Python 3.8 again.

For the CI changes: I have no way to test this offline, so :crossed_fingers:
