This PR fixes an error in the Makefile that resulted from recent changes in the CLI. It also updates the tests and reverts parts of https://github.com/OCR-D/kwalitee-dashboard-back-end/commit/b4803bc54358dcd4621f6a7fe31ed48a08c4b886 which produces erroneous results locally.
