Add basic build verification #276

Certain actions (e. g. PRs) should automatically trigger a basic build verification

Added in 30887c3 for all commits to the "main" branches master, staging and dev as well as PR into these branches. Maybe enabling it for all branches makes sense but this should only be enabled after monitoring how many build hours we use on average with these settings (or in case we upgrade to GitHub Teams / Enterprise or use a local job runner).

Using skjolber/maven-cache-github-action@v1 should save some build time but should be revisited from time to time as it's not an official / widely used action .
