[FEATURE] Shibboleth/SAML authentication for ocsreports #802

Is your feature request related to a problem? Please describe. My site has attempted to standardize on Shibboleth/SAML authentication. It would be nice if OCS Reports supported this authentication method in a similar manner to the LDAP plugin.

Describe the solution you'd like Please add Shibboleth/SAML authentication to OCS reports with a similar behavior set to the LDAP plugin. Ideally, this would support both mod_shib and mod_auth_mellon env vars or just let me specify what I desire.

Describe alternatives you've considered There really isn't a clear alternative.
