One step towards #919 (this issue is for using opam with Cygwin again, not native support)

It seems that the action ocaml-setupdoes not yet support MSYS2. Currently, the action runs opam with Cygwin, which is not what we want. I opened an issue https://github.com/ocaml/setup-ocaml/issues/846.
