Build on windows (again) #14

main difficulty is to have ocp-build, then ocp-indent and ocp-index build on windows.

Without ocp-build and ocp-index, but this now works. (simple Makefiles where enough to do the trick) e9a2a23ccf39244bf4ce654b3a89af2543ced13a
