CompatHelper: bump compat for OptimizationOptimJL to 0.2, (keep existing compat) #141

This pull request changes the compat entry for the OptimizationOptimJL package from 0.1.5 to 0.1.5, 0.2. This keeps the compat entries for earlier versions.
