How should download data package buttons appear? #28

Currently there is a button to support downloading a datapackage.json file

We'll need another for downloading a datapackage.zip file

If we determine that the dataset on CKAN is a Tabular Data Package, then should we use these same buttons to download a tabular datapackage.json and datapackage.zip files
