Citizen scientists need the ability to correct, QA/QC, and annotate their data.

More detail for future reference:

Something inexpensive/free is needed
Need basic steps such as moving measured water depth to stage without resorting to Excel
Need ability to annotate data with notes about what has happened or where there are problems with or gaps in the data
Need ODM Tools-like abilities for doing quality control of datasets (could this be integrated with HydroShare or the like?)
