Pop-up quality of life changes #701

There are a number of requested changes to the pop-up on the homepage.

[x] Enable the close button without the need to scroll to the bottom
[x] Pop-up does not resize with pages resizing events
[x] When zoomed in pop-up can overlap with navigation bar
