Excel: UTF8 ? #34

This specimen time series YODA file contains UTF8 codes so that I tried to decode it using Python codecs library. I got the decoding problem for some codes. I ignored this problem setting the “ignore” flag in the configuration. I don’t know this can be problem.

Does this still apply now that the YAML is being generated by python instead of excel? @cdesyoun @valentinedwv
