This pull request changes the export process so that a prerelease export includes the baseline published dataset, and appends the prerelease dataset to that, resulting in a database which includes both published and web-ready: passed tagged signs when a prerelease export is requested.
This resolves an issue where prerelease environments had a very small dataset, containing only prereleased signs, and not including the general published dataset. The dataset with this fix is around 7.3mb, without this fix, around 3.8mb.
