specify subcomponents for ground station #106

create directories for components that subside in a ground station. The ground station components should, at minimum, include:

[ ] a package.json, containing
- [ ] name
- [ ] version
- [ ] description
[ ] ground station components (directories) should subside in the components/ground-station/components directory
