add reference for CDS Rev 14

What's the specific reason for the update? CDS Rev 14 to my knowledge is currently still just a draft revision.

I wouldn't dismiss the document just because it's in draft form. From the cds announcement Rev 14 is intended more as a guide for CubeSat designers, where as Rev 13 reads more like a how-to manual for conforming to the CubeSat standard. So, I think it depends what we want to draw from the document; if we're referencing the CDS as a spec that we're trying conforming to, then Rev 13 is probably sufficient. Though, Rev 14 may provide additional design considerations we haven't thought of.

Updated the title, as to reflect that we may want to add CDS Rev 14 as a separate reference, as opposed to replacing Rev 13
